Avi Brum Principal

Robert (“Avi”) Brum, CPA is the Founder and CEO of Adroc Capital. He brings 20 years' experience in real estate development and finance, specializing in multifamily and healthcare developments and FHA insured financing. Prior to forming Adroc Capital, Avi worked at Rockhall Funding Corp. as Vice President of Finance where he oversaw all financial operations, including capital markets activities and banking relationships, and played a critical role in corporate development. Avi also originated and/or underwrote a wide variety of apartment and healthcare loans, closing in excess of $700 million in FHA insured loans and was ultimately promoted to Executive Vice President.

Early in his career, Avi worked in Grant Thornton’s public audit practice and served as controller for multifamily and healthcare developments for a New York area developer, where he oversaw over $250 million in multifamily and healthcare developments. This experience proved invaluable, affording him firsthand knowledge of the challenges and pressures facing real estate investors and developers.

Avi has been approved by HUD as an FHA MAP and LEAN Underwriter and Construction Loan Administrator. He is also a New York licensed Certified Public Accountant and a graduate of Touro College with a Bachelor’s of Science in Accounting, summa cum laude.

Israel Landau

Israel Landau Principal Investor

Israel Landau is a fourth-generation New York real estate professional with over 15 years of experience spanning development, property management, compliance, and real estate finance. He oversees a large family portfolio of residential and commercial properties across New York City and is actively involved in all facets of the business—from day-to-day operations and asset management to structuring complex development and financing strategies. Israel's experience includes stabilized and transitional assets, affordable housing, lease-ups, and ground-up development. In this capacity, Israel works closely with lenders, equity partners, city agencies, and institutional stakeholders, offering a comprehensive understanding of capital markets, public-private compliance requirements, and long-term asset strategy.

As Principal Investor, Israel brings his deep industry insight and extensive business relationships to Adroc, sourcing new capital and business opportunities.

Stu Bienenstock 4.0

Stu Bienenstock Director, Capital Markets & Business Development

Stu Bienenstock is Director of Capital Markets and Business Development at Adroc Capital. He brings over two decades of expertise in real estate investment and finance. Previously, as co-founder of the Ghermezian family office and Managing Director at Triple Five, Stu spearheaded complex debt and equity partnerships, site selection, acquisitions, and tailored financing solutions, successfully executing transactions exceeding $3 billion. Prior to Triple Five, Stu honed his finance and real estate skills at Bank of New York and Ernst & Young. Stu earned an MBA with a concentration in real estate from Columbia University.

Riahna Phillips

Riahna Phillips FHA Chief Underwriter

Riahna Phillips is Adroc Capital's FHA MAP Chief Underwriter. Riahna oversees all aspects of Adroc’s FHA loan origination and underwriting platform. Ms. Phillips brings over 15 years of commercial mortgage lending experience with particular expertise in FHA loan programs. Her in-depth knowledge of FHA loan programs spans the full range of project types including new construction, substantial rehabilitation, refinance and acquisition transactions for market rate and affordable multifamily, healthcare, and low-income housing tax credit projects.

Prior to Adroc, Riahna served as an FHA MAP Underwriter at some of the largest FHA commercial lenders in the country. Riahna has been involved with the underwriting, processing, and/or closing of over 50 FHA-insured loans totaling approximately $500 million.

Riahna is an approved FHA MAP Chief Underwriter. She is also an active board member and previous Secretary of the Western Mortgagee Advisory Council (WMAC). Riahna earned an MBA in Finance and Accounting from The University of Chicago Booth School of Business and graduated from DePaul University in Chicago with a Bachelor's of Science in Finance.

Julie Tyler 2.0

Julie Tyler FHA Deputy Chief Underwriter

Julie Tyler is Adroc Capital's FHA Deputy Chief Underwriter and Director of Healthcare Lending. Julie is an approved FHA MAP and LEAN underwriter with over 20 years of experience structuring and closing complex HUD-insured transactions across multifamily and healthcare sectors. She has underwritten and closed over $850 million in FHA deals, including affordable housing, LIHTC, RAD conversions, market-rate and senior housing facilities such as assisted living, memory care and skilled nursing care facilities.

Julie has held leadership underwriting roles – including as FHA Chief and Deputy Chief Underwriter – at national and regional banking institutions. Her experience spans new construction, substantial rehab, and acquisitions with complex financing layers including bonds, tax credits, including properties with fixed and variable tax exemptions and Medicaid waivers (assisted living/memory care).  

Holding both MAP and LEAN certifications, Julie has substantial regulatory knowledge and a consistent track record of understanding HUD processes that lead to successful closings. She graduated with a Business of Science degree from Assumption University and has a Masters of Science Degree from The Johns Hopkins University. She is also a current Member the Appraisal Institute (MAI).

Scott Brown-Adroc 2

Scott Brown Director, Credit Committee

Scott Brown is a board advisor and loan credit committee member with Adroc Capital. Scott is responsible for reviewing loan applications and providing guidance on key credit decisions and other important matters affecting the business.

Prior to Adroc, Scott Brown served as Executive Vice President and Chief Underwriter of mid-sized FHA MAP & LEAN lender and Ginnie Mae issuer/servicer, which Scott co-founded. As a HUD designated MAP Chief Underwriter and LEAN Healthcare Underwriter, Scott oversaw the company's loan underwriting and provided direction and guidance to the entire operation. 

Scott previously held senior officer positions at two other FHA lenders and worked in mortgage trading and finance on Wall Street. His experience also includes employment at FNMA after completing a Congressional Fellowship with the U.S. Senate Subcommittee on Housing and Urban Affairs. He has also served in a volunteer capacity as chairperson of his local housing authority.  Scott’s diverse background in finance and housing makes him an invaluable resource to the organization and our clients. 

Scott has been approved by HUD as an FHA MAP and LEAN Underwriter.  Dr. Brown received his Bachelor’s (Experimental Psychology) from Brown University, his Master’s (Urban Planning) from San Diego State University and his Ph.D. (Environmental Planning and Design) from The Pennsylvania State University.
